怎樣令小朋友在家以外的環境能主動說話 ?

My daugther now is 3 and a half year olds. She is studying in K1. At home she will talk a lot and play with her elder sister .  She can express her feeling to me.  However, when she is outside, she dare not say anthing. Even grandma ask her do you like this  ? She really have no reaction, or react very slowly. The teacher also tell me that at shcool she seldom express her idea but very self-discipline. She is not the active one but she still can make friends with neigbour classmates.
Something when I go outside with her, I ask her to greet with some auntie ( e.g. say good morning ) She still not willing to say.

I want to find a class for her to train her to be more brave when at new environment. Speak more, express more.

Do any parent have an idea ?
