May be this needs some clarification.

Actually, if your kid is admitted for the academic year of 2014/15 and 2015/16, your kid will still be subvented until he/she finishes year 13. Please see here for the details  http://www.esf.edu.hk/letter-parents-subv-7June13
Kids admitted after that will not be eligible for the subvention, the fees are speculated to be around 23% higher than the subvented fee.

ESF schools, like other private or international schools review their fees every year or periodically, so the fees would be slightly adjusted every now and then. For example, last year's fee for year 1 was around $6,600 but this year's fee is already $7,000. (this has nothing to do with the subvention)

So if your kid gets in for the coming academic year, he/she will still be subvented until year 13.
