Thanks for raising out these cases and it is true that some kindergartens would allow under-aged kids to study in K1. Usually this happen after they assessed the kids and consider N1 would be too easy and to a point which is inappropriate for the kids' development.
However, to enter into gov't and gov't aided schools, the minimum age requirement will be strictly observed for 5 yrs old and 8 months (this explains why the kindergarten admittance age is 2 yrs old and 8 months). As a result, these kids will need to repeat any one of the three years in kindergarten before getting accepted.
Of course, you may ask if the same applies to Private and DSS primary schools. The answer is they can make their own decision.
