3 is a bit young so don't expect any major progress. The most important thing for young learners is to develop an enjoyment of sports. If he has a bad experience too young then he will not join in the future. Make sure that you choose a coach and/or a school that focuses on fun rather than skills.
Kids 4+ can start out on mini tennis. These lessons revolves around games that teaches coordination, ball sense, racket handling, etc and MAY NOT look like 'real tennis' to most parents.
For more technical skills, wait at least until 5-7.
