Good schools also have "not-so-good" students. Look at Hong Kong's allocation system.
I am a tutor of two 馬頭涌官立小學 students. I find no big difference with students from other school. Both are very poor in English.

Yes, the school uses story approach. They know the past tense "flew" but they don't understand the meaning of "fly". They can spell "tugboat" but can't spell "boat". They can write sentences following the given examples but they don't know simple words "take, give, listen, taste ..."

One of them gets into the school because of luck in the placement. Another has a brother studying there.
