Anyone can apply the step up program on first come first serve basis. Teacher will then evaluate the performance of your child (usually not much issue as you said everyone pretty much got good report) and then the principle will do the final selection. Announcement would be made before summer break letting u know if your child will be promoted to step up program the follow year.
