Frankly, ranking is important as an initial reference. Then have to understand the items being measured and their definition accordingly, and the weight that contributes to the final score. I would like to check the ranking, then select the attribute(s) that are important to my concern, and then go to the department website, check the research groups and recent projects and publications, and funding sources in detail. Then finally select the faculties, blah blah blah...
After checking all these, I seriously share with you, CMU is super good. If you only choose for reputation, Stanford MIT is for sure. But, if you look for the research topic and the supervisor, I believe you won't disappoint at CMU.
Just like, if you are keen on the research of computation theory, or formal theory, e.g., category theory, abstract algebra... the best research groups and professors are in Europe.
