We got an offer but the capital enrollment fee is as high as 80K, and it's non refundable.  We are still thinking if we should take it.

year 2.  Also, the 80K CEF can not be used as tuition later on, it's extra.  It feels like I am buying a placement there.

But debenture is refundable, their 80K CEF is one-off non-refundable.
