The risk you concern always exists, even if you stay in local stream.
If you intend to change, earlier is better.
If I were you, my only concern would be the chance of going to secondary.
If the school can guarantee a Year 7 place for all Year 6 students, why not go now and keep waiting?
(If it is one of ESF schools, you better double check with the school. As far as I know, ESF does not guarantee a Year 7 place for those who has just joined in Year 6.)
