You can try tots and toddlers. They allows 2 persons to accompany your baby. They located at Sheung Wan.

北角城市中心二樓有間基督教家庭服務中心的ＰＧ都可以兩個人陪的！

Yes, my daughter is currently attending their class since she was 12 months. So far, it is good. Maybe you can contact them for trial lesson.
