"If EDB still could not make contact with the students or parents after paying frequent home visits and making enquiries to other departments (including SWD, Immigration Department, Housing Department, etc.), EDB would refer the cases to other departments, for instance, the Hong Kong Police (the Police) or SWD for appropriate follow-up."

Additional Tips:
The EDB is vcry efficient as always. sending registered mails so that addresses can be quickly proven confirmed without expending undue effort. They are also frighteningly punctual - always sticking to 9-5 weekdays with their surprise visits. When all else fails, they pull an ace from their sleeves announce to everybody that they'll be with the police next time, who without doubt works hard to try get a warrant from the court for their sick. Probably that won't be necessary though; since immigration and housing would certainly know where everybody lives.
