Thx fatty daddy! That sounds better if it is just 60%. Bear in mind it is only my (very) rough estimate based on what I see at Y1 classes of one ESF Foundation school, so don't take the figure too seriously. Also I don't know if those non-ESF kindergarten children had other forms of priority, such as sibling or alumni status or Nomination Right.
What I wanted to bring out is, it is not impossible for non-ESF kindergarten children to be admitted, they do have a fair chance, but obviously less chance than ESF kindergarten children.
