The topic: 直 資 彰 顯 公 義.
直 資 schools make use of public fund to benefit 70% of related people, does this demonstrate 公 義? On the other hand, all schools in HK get allotment through gov't allocation by area, does this demosntrate 公 義? If neither, then no matter what schools, 直 資 or public schools, the way the system work have no direct correlation with 公 義 .
Ever since economic science exists, nothing in the world are 公 義, but instead distributing society resources in a relatively fair ground.
Take examples of Australia and Canada, there're only public schools and private schools. No such thing as gov't partially subsized schools. My opinionis are If there're gov't partial subsidization, gov't should have more say, which unlike what the situation has been evolved now. I still clearly remembered our last education head Mr. Suen stated in front of the press that gov't was being as "tiger without teeth", had not much authority. OMG, you see he disclosed and admitted the most upmost "secret" of the govnt.
All in all, I support fully review of DSS system. If gov't has partial sponsorship for those schools, on the same token, it must have partial control and sovereignty. same as MTR. I see that DSS schools are like "spoiled" schools, they can do without much stringent, take whoever they like, but refuse to disclose their financial status and admission criteria. Aren't they "spoiled"? Reviewing DSS doesn't mean disagreeing with such system.
A bit off the topic, when I think of DSS, I start to correlate it with the banking system in the States. Because of 2007 financil crisis, US gov't suddenly comes to realise market autonomy and free market do impose deep problem to the society. So gov't starts to apply certain regulations and penalty to penalise those who mishave. Don't forget the ppl who originated the idea of DSS in HK inherited the idea of free market and apply to the education system, that's how DSS was started.
