Talking about the old system. As far as I know, all subsidised schools need to have "enough" F4 students, if not, they have to take in F.3 students from other schools (so usually it is the ones with poor academic results). Correct me if I'm wrong!
GHS has 6 classes of F.1-5 even back to the old days, it never "kicks out" any "low achievers" after F.3. Moreover, since many students went overseas (for study and migration) , it did not have enough F4 students (information from past student) and that's why they had to accept students from other school to fill up the "quota".
If my understanding about the F4 allocation system is correct, whether a school needed to take in outsiders in F.4 or not couldnt really tell it was band 1/ 2 that time. Of course, you can say it did take in a few non-band one students in F4 due to the "system" set.
Regarding to the situation you mentioned, one needs to look at the class structure of the school as well. (i.e. if a school had the same no. of classes through out F.1-5 or not) Guess it is the system that created the results you mentioned to some Band 1 schools.
Anyway, there's no such kind of allocation system now :)

嗰個年代,升中四要睇往年中3試成績,GH F.4係要收外來生架!即刻自己嗰d成績唔夠好,要去差d嘅學校,收其他band 1唔要嘅學生 (即5 banding計,GH唔係 band 1 school!)
