In addition to easier access of Chinese based LS learning resources, I think one of the most important points is to facilitate discussion during their learning process, and learning through discusssion is the key in LS.
If a teacher conduct the class & discussion in English, I am sure it will discourage most students to ask questions or participate in the discussion.
