Thanks for the sharing and sorry to hear that you have similar bad experience.
However, all kindergartens in Hong Kong are private, so there doesn't exist any 世襲性 as you described. And to set the record straight, 世襲性是NOT 香港政府的規定! From my experience working with parents of students on secondary, primary and kindergarten level, a lot of issues were caused by the misunderstanding (or poor communication from the EDB) on the education policy. The only policy EDB has done on primary school allocation, is to ensure younger siblings with enter the SAME PRIMARY SCHOOL (Gov't or Gov't Aided ones) TOGETHER ONLY. This is the only RULE these primary schools must follow and the is the ONLY guarantee they ever committed to parents. So, this is not 規定世襲, since for other cases (parents are graduate or elder siblings are graduates), the young ones will only be given more preferences (points) but no guarantee. And to clarify again, these allocations are done by EDB, not the school. So, parents are responsible to get themselves more educated rather than blaming on the wrong person for the wrong reasons.
No matter what, I hope the above is valuable information for parents to understand more on the education issue.
