I am sure the workload is a factor since it is indeed a lot of works to do in SHCK for the teachers.
However, for a kindergarten to accept more new ideas and improvement, it will translate to a lot of extra efforts. For some teachers which may not agree with the philosophy in total and certainly in other kindergartens will require less efforts, then it will create turnover naturally.
I guess it is important for the management to obtain the support from the teachers fully before pushing for new policy. The intention to improve is not bad at all, and I am sure these are all done for the children.
