Notify by mid to late May is not really not since this kindergarten doesn't automatically release those seats who didn't come to register, just in case if the families cannot come to register unexpectedly. This usually will take around 1 week or so to reach these families by phone (sometimes it is not so easy to find someone really, especially some parents may have working trip). Although the kindergarten have the rights to release these seats once away, but we all know there are parents who may forget to register and you would appreciate this if you ever be one of them.
Once they can confirm the number of outstanding seats, then waiting parents would be contacted. So, the timing as advised by the office is the normal practice. Just be patience and good luck!
