Normally when we talk about paradigm shift, it is much more general and completely different from the paradigm shift from Visual to declarative to objective orientation in your quoted article which talks about paradigm as a category. In fact the shift from Visual to declarative, or to OOP or vice versa, does not mean much.
For example, Wolfram ticks all boxes except Visual, a C programmer will have trouble getting to learn Wolfram because of a "paradigm (category) shift"?
Honestly, you don't seem to know what you are talking about.
