A very good point. Moving to a different society with an aim to settle is not a casual exercise, one should have a substantial amount of resolve and determination to give it a real try instead of always thinking of bailing out at the first sign of trouble.
Hongkongers who possess Canadian citizenship and are contemplating 回流 (actually it is 回回流) to Canada are not all the same, there are those who went there as children or young teens and are very well adapted to the Canadian lifestyle, and there are those who went there as adults in the 90's with much reluctance, they went not because they particularly liked Canada but for the uncertainty posed by 1997, and they loathed every minute of their stay like inmates loathe time in prison, hence the phrase "坐移民監". For this group of people the prospect of 回回流 is quite daunting.
