Yes, this is "waiting list" letter.
I got this for my elder girl in two years ago, and just got waiting list again for the younger one :p

Yes, She could get in PY1 2yrs ago.Wish my little boy could have such a luck also.

We are Hong kongese , that's why I feel so luck that my girl could get in.
Wish my boy could get in later, but nothing we can do at this moment,
Just be patience :)
