if location is not a big problem, you may check YWCA 又一村會所 at KLN Tong, they provide PTH and ENG playgroup for 1.5-3 years old kid, handled by native teachers, 90 mins per lesson, around $600-700 (4 lesssons), on weekdays. tel:34431600
