My humble opinion is :
At anytime,
From anywhere .
Sounds enigmatic ? 
Provided that the child has a good school record , good extracurriculars , good spoken English and conversational skills , he can try his luck anytime . There may not be vacancies available at the time of your application , but if you persevere long enough you're likely to be rewarded .
Meanwhile, the waiting period is an excellent time to consolidate your CHINESE language, especially the writing skills.*** I don't think it matters much which traditional school the child spends his waiting period, provided that he does it well.
More important, in my humble opinion, is the plan you have for your child, because studying in an international school like HKIS is a major undertaking ; developmentally, academically and finanacially.
Although once in a while, a few HKIS graduates opt to study professional degrees ( Medicine / Law ) in HKU, most students continue their education overseas. It's almost ' A River of No Return '. So, in my humble opinion, look before you leap. 
*** The frightfully fluent Putonghua of some HKIS " Kwai Chais " has to be seen and heard to be believed . |
