I heard from the TVB this morning about a new international school for autistic child.  Did anyone else also hear that? Do you know which newspaper said it?  I'd like to know more details about it.

根 據 本 港 大 學 一 項 調 查 顯 示 ， 目 前 全 港 約 有 四 萬 二 千 人 患 上 自 閉 症 ， 其 中 一 萬 人 是 兒 童 。 政 府 目 前 並 沒 有 為 自 閉 症 兒 童 提 供 針 對 性 的 育 服 務 ， 以 致 自 閉 童 需 與 其 他 弱 能 兒 童 爭 奪 有 限 的 訓 練 和 支 援 服 務 。 以 兒 童 學 前 康 復 服 務 為 例 ， 名 額 只 有 五 千 多 個 ， 遠 不 能 滿 足 需 求 ， 現 時 仍 有 二 千 四 百 多 人 輪 候 服 務 。 雖 然 社 署 將 於 今 年 三 月 增 設 兩 所 中 心 ， 合 共 增 加 一 百 六 十 六 個 服 務 名 額 ， 但 始 終 是 杯 水 車 薪 ； 有 外 國 私 人 機 構 已 窺 準 機 會 ， 來 港 開 辦 專 門 治 療 自 閉 症 兒 童 的 小 學。

社 會 福 利 署 發 言 人 指 ， 社 署 將 於 今 年 三 月 增 設 兩 所 特 殊 幼 兒 中 心 暨 早 期 教 育 及 訓 練 中 心 ， 合 共 增 加 七 十 八 個 特 殊 幼 兒 中 心 和 八 十 八 個 早 期 教 育 及 訓 練 中 心 服 務 名 額 。 發 言 人 補 充 ， 現 時 所 提 供 的 各 項 兒 童 學 前 康 復 服 務 ， 包 括 早 期 教 育 及 訓 練 中 心 、 兼 收 弱 能 兒 童 計 劃 及 特 殊 幼 兒 中 心 ， 均 為 自 閉 症 兒 童 及 其 家 長 提 供 適 切 的 訓 練 和 支 援 服 務 。

可 見 直 至 目 前 為 止 ， 本 港 其 實 並 未 有 針 對 自 閉 症 兒 童 需 要 的 學 校 。 育 有 自 閉 症 兒 童的 家 長 將 面 對 一 個 兩 難 困 局 ， 一 是 將 兒 童 送 入 主 流 學 校 ， 或 是 選 擇 特 殊 學 校 ， 但 兩者 均 難 確 保 兒 童 得 到 適 切 照 顧 。 自 閉 症 人 士 福 利 促 進 會 發 言 人 指 出 ， 政 府 目 前 將 自 閉 症 兒 童 視 為 弱 能 一 類 ， 通 過 評 估 後 會 安 排 他 們 入 讀 特 殊 學 校 ， 但 她 指 這 些 學 校 的 資 源 和 配 套 設 施 並 不 足 夠 ， 學 校 導 師 亦 沒 有 接 受 專 門 訓 練 ， 未 必 有 足 夠 經 驗 應 付 。她 續 稱 ， 要 使 用 政 府 提 供 的 服 務 ， 兒 童 首 先 要 經 過 評 估 ， 但 排 期 時 間 長 達 一 至 兩 年， 然 後 再 需 輪 候 一 年 半 載 才 能 接 受 治 療 ， 資 源 嚴 重 不 足 。

教 統 局 最 快 明 日 批 出
一 九 九 四 年 創 辦 ， 總 部 設 於 美 國 的 Autism Partnership （ AP ） 是 一 間 專 為 照 顧 患 有 自 閉 症 兒 童 的 機 構 ， 早 前 向 教 統 局 申 請 註 冊 ， 在 本 港 開 辦 首 間 針 對 自 閉 症 兒 童 的 小 學 ， 最 快 可 於 明 日 獲 得 批 准 。

AP 副 總 監 Toby Mountjoy 接 受 本 報 訪 問 時 表 示 ， 家 長 目 前 只 能 選 擇 主 流 學 校 或 特殊 學 校 的 安 排 欠 缺 彈 性 ； 在 外 國 ， 家 長 可 以 因 應 子 女 的 情 況 ， 選 擇 適 合 他 們 的 學 校。 今 次 在 香 港 開 辦 自 閉 症 兒 童 小 學 ， 希 望 可 以 填 補 這 方 面 的 空 白 。

每 班 八 人 師 生 一 比 二
Toby 說 ， 學 校 會 開 設 小 一 至 小 六 的 班 級 ， 每 班 收 生 最 多 八 人 ， 合 共 提 供 最 多 六 十 四 個 名 額 。 學 校 共 有 五 十 名 職 員 ， 師 生 比 例 為 一 比 二 。 校 舍 設 於 北 角 和 富 中 心 ， 佔 地 約 一 萬 平 方 呎 ， 每 月 學 費 為 一 萬 七 千 五 百 元 。 長 遠 而 言 ， 他 期 望 可 以 調 低 學 費 ，並 研 究 增 設 中 學 的 可 行 性 ， 為 完 成 小 學 課 程 的 學 童 提 供 銜 接 。

自 閉 症 家 長 網 絡 其 中 一 名 創 會 成 員 認 為 ， 「 AP 的 收 費 並 非 一 般 家 庭 可 以 負 擔 得 到 」 ， 促 請 政 府 承 擔 有 關 的 教 育 責 任 。

香 港 自 閉 症 聯 盟 負 責 人 余 秀 螢 表 示 ， 近 年 的 國 際 趨 勢 ， 都 是 將 自 閉 與 弱 智 兒 童 分 開 處 理 。 他 歡 迎 有 新 學 校 投 入 服 務 ， 但 在 選 擇 學 校 時 ， 必 須 先 了 解 主 辦 機 構 的 背 景 和 辦 學 宗 旨 、 學 校 使 用 的 方 法 是 否 行 內 公 認 可 行 ， 及 師 資 有 否 經 過 專 業 訓 練 等 。 家 長 如 有 疑 問 ， 可 致 電 家 長 互 助 組 織 或 非 牟 利 機 構 ， 或 上 網 瀏 覽 有 關 資 訊 。

統 局 發 言 人 表 示 ， 本 學 年 共 有 五 百 七 十 八 名 患 有 自 閉 症 的 學 童 在 普 通 學 校 就 讀 ， 其中 四 百 二 十 八 人 就 讀 小 學 ， 一 百 五 十 人 就 讀 中 學 。 患 有 自 閉 症 的 學 童 數 目 近 年 並 無上 升 象 。 發 言 人 續 說 ， 推 行 融 合 育 是 世 界 性 的 趨 勢 ， 亦 是 聯 合 國 倡 議 各 國 採 納 照 顧 殘 障 學 生 的 做 法 ， 故 不 會 考 慮 設 立 專 為 自 閉 症 學 童 而 設 的 學 校 。

I went there and I've talked to Toby. I found out that he keep emphasising on experiences. And when I ask him about professional qualifications, he CANNOT provide me with anything!

I know there are only 1 school which has a qualified Behaviour Analyst & trainer in HK with official certificate from US, it is The Children's Institute of HK (TCI) and her name is Dr. Claire Egan. It is important to have a real professional to help my son I think. I've asked Toby if they've got this kind of professional, but he spin me round and round and didn't directly answer my question. Finally, I insisted him to answer and the answer is NO. But then he started to say sth. like you don't need qualified Behaviour Analyst & trainer and there are no such a professional in HK. I'm so disappointed that he's lying to me after I found TCI. Dr. Egan even show me her certificate and educate me on why it is important to get qualified - she said you'll have no where to complain 'coz people only have 'experiences' are not supervised by the BACB (Behaviour Analyst Certification Board) in US with strict conduct guidelines. This school was started by a 'gui po' who has 2 autistic kids herself and it is very good, they've got heart and understand my needs. They are non-profit organisation providing full service and is about HK$23,000 per month. You can check out some info. about the school @ www.tcihk.org but there aren't a lot of info there.

I went for a school tour and they have expanded and established an int'l school Harbour School who accept normal kids as well as high functioning autistic kids. My kid is high functioning so I actually enrolled in Harbour School. He will have some treatment with TCI by time to time but mainly learning mainstream syllabus with other normal kids.

I'm so happy and now I can tell people he proceeded to mainstream curriculum (well, sort of). Also, I'm happy that both schools are using English as main language, actually, my kid is one of the few Chinese there. Harbour School teaches Mandarin too and my son can say 'ni hou ma' after 2 weeks! They are located in Kennedy Town, a bit far away for me but it's worth it.

I've went to so many autism school and done so many research. I will ONLY TRUST someone with professional qualifications!
