Just some initial thoughts here.
Most of the time the manger is like a house without the front.  You can use cardpaper to make it. Or make it simple, use a shoebox . Take away the cover and stand up the box. Then decorate the inside. Put some stripes of brown papers  and pretend they are hay. Make a small basket for baby Jesus. You can also use paper or whatever material you have to make other figures like Mary and Joseph etc.. See if you can get some toy sheep.
