This is a good reference.  However, the historical and commercial background of HK lead to such a system here.  In fact, HK people don't have loyalty to anything - nationality, school, emloyer... Everyone is just trained up under individualism and materialism, always learn to beat others and earn more and more money, to buy big house, branded things etc.  Teaching is also treated as just a oridinary job for those average graduates, the best students compete to be investment bankers to earn millions each year. Finland's education system can never be implemented in such a city. :-|
