I think it's a matter of proof that you've "engaged" their services. Once you give your passport to an agent, they can send in applications to schools and "claim" that they represent you (sometimes without your express consent). Then even if you decide not to use them and apply through another agent, the schools may/will not deal with the new agent because they have this agent registered as your official representative. Alternatively, if you then apply by yourself, this agent might still be able to claim commission.
It is therefore very very important to not give an agent too much detail and be clear that you DON'T want them to send in applications on your behalf until you have absolutely decided you want them to.
In fact, the best thing is to apply by yourself and forget about agents altogether.
