May I answer you in English (as it's not easy for me to type Chinese in the office)?
As I know in Ontario, minors (under 18) can study for free at public schools even their parents do not live with them if they are taken care of by blood-related adults (e.g. their uncles or aunties who are Canadian or attain PR status and live in Ontario). There is no requirement for the parents to be tax residents or not.
In York Region, if your kid is over 16 (but under 18), he or she can live with an authorized guardian/custodian (not necessarily blood-related). But if your kid is under 16, then the guardian must be a blood-related adult, or else tuition fee would have to be paid (and you may need to arrange homestay arrangement).
I would suggest you to write to the relevant school board for advice.
