I simply google "application for a school registration in hk" and can easily find the above link to the Education Bureau.  The requirements from different government departments are clearly set out in the guidelines.  The problem with Mount Kelly, I believe, is that it initially planned to build the premises on a piece of land not designated as school premises.  The news below was in July 2016, and Mount Kelly claimed that school will open one-year later.  I do not understand why it was so confident that they will get approval from planning, lands, education and all necessary departments within such a short period of time.

You may compare Mount Kelly's plan to that of Malvern.  Malvern was granted the land back in 2015 to build the school premises, and it plans to start classes in 2018.  1 year vs 3 years.  Which is more reasonable?

Okay I didn't realise they only submitted their application last year. From this point of view it does make more sense that they didn't get the go ahead.

政府咪公開左囉，公開地唔批學校牌比佢。咁餐廳無牌，小販無牌，政府係未有責任同全港市民解釋每一個餐廳小販牌唔批的原因？非常反智。

其實MK咁樣無牌收生有無犯例呢？例如商品說明條例。

你去了解下呢間學校既大股東係咩人就知點解政府攔佢.

無牌經營學校當然有罪。我指無牌收生收錢。如果佢叫人報名時無申報學校牌未有，則有問題。我諗MK無咁蠢，係家長信錯佢攪得掂個牌。

有呢d學校做害群之馬，令到好多人對新成立的國際學校存在誤解，覺得新校都是人開佢又開，為揾錢為實，有錢就讀得，對有心辦學的新校都帶來負面影響

唔好浪費時間，在 EK 點搞都冇人會比到個牌學校。
不如快 d 去 JR 啦，唔駛家長上嚟 EK 鬧。
股東背景，你地可以有無限聯想。

但上面已有前輩提出，新校舍地皮 zoning 根本不是建校用，
而臨時校舍的商塲的走火通道甚至可容納多學生，也是發牌有特別要求。
