15國際學校超收本地生 比例高達70%

國際學校近年受到愈來愈多港人追捧，教育局的文件指出，全港有15間國際學校的本地學生比例，高於教育局准許的30%，當中京斯敦國際學校及朗思國際學校的本地學生比例更高達七成。立法會議員葉建源接受《成報》訪問時表示，國際學校若以收取本地學生為主，將令學校嚴重本地化，並影響居港外國人子女的教育機會，亦會令本地學校收生不穩定。


教育局表示，全港有15間國際學校的本地學生（擁香港居留權、只持特區護照或英國國民（海外）護照）比例，高於教育局准許的30%。當中超額最嚴重的，是位於九龍塘的京斯敦國際學校及位於旺角界限街的朗思國際學校，本地學生比例分別是70.5%和70%。另外，著名的「貴族學校」哈羅國際學校，目前全校共有1,093個學生，而本地學生就有344個，佔全校比例為31.5%。


人數比例有上升趨勢


香港家長近年爭相將子女送入國際學校讀書，過去三年，本地學生就讀國際小學及中學人數比例都有上升趨勢。當中，國際小學的本地學生比例由2014至2015年的18.3%，升至2015至2016年的19.9%，在2016至2017年再增至21.6%。


葉建源表示，國際學校收取太多本地學生的情況是不理想的，因為國際學校原意是希望為居港外國人的子女提供就學需要，而收本地學生明顯不是它們的主要目的。他指出，外國甚至禁止當地國際學校讓本地生入讀。


令本地學校收生不穩


葉建源認為，國際學校若以收取本地學生為主，將令學校嚴重本地化，並影響居港外國人子女的教育機會。另一方面，太多本地學生入讀國際學校，將令本地學校收生不穩定，加上國際學校教授的並非本地課程，會對社會的凝聚力造成不良影響。


葉建源又指出，他曾經就有關情況向教育局查詢，局方表示，國際學校在不同時候有不同收生規定，因此一時間難斷定有關學校是否有超額收取本地學生。他表示，他將會於周五在立法會的會議上再追問教育局有關詳情。他表示，一旦發現國際學校有違規超額收取本地學生，最嚴重罰則可能會被褫奪國際學校的名義。

then how about those top tier local school that offer IB as well as DSE? why this can be allowed then? So funny..

They could say this is to retain talents who may have already left HK for overseas education if IB were not offered.

咪喺，如果政府有得比人揀，邊個想每個月支出萬多元去買一個合適既機會？D議員該做吾做！

所謂本地活動教學既私校，cky, wkf, 全部要先在幼稚園操練致一定程度，先有資格interview,  基本上如果想愉快学習，只有一條路行！

This guy was only speaking for the local teachers who fear that they will lose their jobs because there are fewer and fewer students following local curriculum.
Local schools offering IB hires a lot of local teachers that "converted" to IB teachers. So they are of course more tolerant to local IB schools.
On the other hand, international schools do not hire local teachers. Even the chinese teachers are probably from China and Taiwan.
Of course this affect the rice bowl of local teachers.

I think there are probably other restrictions as well that some schools do not want to be bound? They probably have lots of restraints too. I guess for entities that consider running "international school" as a mere business, I am sure they would want much more control.

絕對同意. 為什麽D 尊貴議員吾問一吓為什麽本地的父母要負担那麽貴的學費還要送子女入國際學校. 不要把事情本昧倒轉. 父母是有權選擇他們覺得对子女最好的. 如有需求, 政府應要配合, 而不是去阻止. 政府和議員有這權嗎去阻止嗎?.

咁Kingston 和think 收over30% 本地生也不是一朝一夕的事。咁即係基本上政府唔會regularly 要學校交數。

While this is true too, I think not that many YC students are mainlanders.
According to my friend (with 2 children in YC), most are still local Hong Kongers.
Anyway, these numbers are not quite what I expected anyway.
Apparently schools can possibly play around with the numbers.
