School should have done a better job stopping it earlier as opposed to letting it go on for months.  This is precisely why the school should bear responsibility.

You can say it's parents'fault or students's fault or whatever you want.  Everyone is entitled to their own opinion.  No need to pretend you are right for sure because you are not.

"majority" doesn't mean full responsibility.

Unnecessary to pretend you are right because you are not. What a good clause.
It is a crime rather than oversimplifying it as a fault.

如果該批學生係由自己小學升上去，我真係唔敢想像佢地過去10年學校生活點過
