Yes. There are always cases that esf kinder students cannot get a spot in esf primary. This is shown by the annual reports of the esf kinders.
But if you want to get a place in esf primary (particularly foundation schools), esf kinder students still stand the best chance of it (especially you dont have other priorities).

May I ask if I previously declined ESF Kinder offer, would we be blacklisted when we apply for ESF Primary? Thanks!!

my friend's son was not offered a space in esf primary although he is going to esf kindy.  the parents talked to the office a few times and luckily they managed to find a spot for him in another campus (a little farther away from home).  So even they said it is not guaranteed, going esf kindy is still the best route to get into its primary.
