3.7萬國際校學生 19%是本地人

■立法會議員林健鋒曾就國際學校學生比例質詢教育局。


國際學校深受本港家長歡迎，為免本地生「霸佔」學額，政府2009年把國際學校取錄本地生比例由五成降低至三成。不過，教育局最新數字顯示，過去3個學年國際學校本地生持續上升，比例由15.9%增至19.2%，海外生人數則微跌50人。


為配合來港工作的海外家庭需要，教育局7年前要求國際學校減少取錄本地生；根據當局定義，本地生即擁本港永久居留權，並只持有特區護照或BNO的學生。                                                                                                     

                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                           

                                                                                                                                                  


新增學生全屬港人


教育局昨以書面回覆經民聯立法會議員林健鋒的質詢，數據顯示本港國際學校在過去3個學年的人數增幅全數來自本地生。就讀國際學校的整體學生人數，由2013/14學年的35,580人，增至2015/16學年的36,969人，即增加1,389人，同期本地生增加了1,439人，比例由15.9%升至19.2%，反映新增學生全屬香港人，但整體本地生比例並未違反當局規定的三成上限。


政府2012年委託顧問研究，指本港於本學年或欠缺逾4,000個國際學校小學學額。教育局昨稱採取了不同措施協助現有國際學校於原址擴建或重建，2014/15學年起相關學校可逐步提供約6,000個新學額，包括4,700個小學學額，以滿足需求。當局已委託顧問展開新一輪國際學校學額供求研究，料月內有結果。

        　　以下是今日（十二月十四日）在立法會會議上林健鋒議員的提問和教育局局長吳克儉的書面答覆：

問題：

　　根據一項在二○一二年公布有關香港國際學校中小學學額供應的顧問研究結果，小學學額在二○一六／一七學年預計將欠缺4 203個。有商界人士向本人反映，當海外人才及投資者考慮是否來港發展事業和進行投資活動時，他們十分關注能否安排其未成年子女入讀本港的國際學校。由於他們來港後大部分在商業區工作或進行投資活動，港島的國際學校學額尤其吃香。此外，本地學生入讀國際學校的人數在近年有上升趨勢。就此，政府可否告知本會：

（一）按九龍、新界和港島三個區域劃分，現時國際學校學額的數目；是否知悉現時國際學校學生按居住地區劃分的人數；

（二）是否知悉，過去三個學年每年的國際學校學生當中，本地及海外學生分別所佔的人數及百分比為何；

（三）過去三個學年，當局採取了甚麼措施增加港島及九龍區域國際學校學額的數目；及

（四）當局有否長遠政策解決國際學校學額不足的問題；若有，詳情為何；若否，原因為何？

答覆：

主席：

　　政府一直透過不同措施支持國際學校體系蓬勃發展，主要是滿足在香港居住的海外家庭和因工作或投資而來港的家庭對國際學校學額的需求。就林健鋒議員所提出問題的四個部分，答覆如下：

（一）二○一五／一六學年國際學校學額及學生人數按區域劃分的分布，以及國際學校學生按居住地的分布資料，載於附件一。

（二）二○一三／一四至二○一五／一六學年，國際學校的本地及非本地學生人數及其佔整體學生人數之百分比載於附件二。

（三）及（四）我們已採取不同措施，包括分配空置校舍及土地以發展國際學校、協助現有國際學校在原址擴建及重建，以及按機制提供免息貸款以興建校舍等，支持國際學校體系發展。根據我們在二○一二年年底完成的顧問研究結果（二○一二年研究），按二○一一／一二學年的情況推算，到了二○一六／一七學年，全港預計會欠缺約4 200個國際學校小學學額。為滿足預期的學額短缺，我們已分別透過於二○一二年及二○一四年舉行的兩次校舍分配工作，將合共五所空置校舍及三幅全新土地分配作發展國際學校之用。這八個發展項目中，三個位於港島，一個位於九龍。自二○一四／一五學年起，這八所新建的國際學校校舍將逐步提供合共約6 000個學額，其中最少約4 700個是小學學額。此外，我們亦給予兩所位於港島的現有國際學校的擴建計劃政策支持，並協助學校與相關政府部門聯絡以推行計劃。這兩項擴建計劃現正進行，預計由二○一七／一八學年起分階段合共提供1 100個國際學校學額。

　　繼二○一二年研究，我們已委託顧問進行新一輪研究，以二○一五／一六學年為基礎，更新本港國際學校中小學學額的最新情況，並推算自二○一六／一七學年起七個學年國際學校學額的供求情況。研究亦包括向國際學校、商界及國際社群收集意見，以期深入了解不同持份者的關注。這些資料，加上過往國際學校學額需求的趨勢及預測的經濟增長變化等，會為推算因工作或投資而來港的海外家庭對國際學校學額的需求提供有用參考資料。顧問正總結分析及研究報告，預計相關工作將於月內完成。我們會視乎有關研究的結果和是否有合適土地或空置校舍可作發展國際學校用途，再考慮是否和何時就發展國際學校進行新一輪校舍分配工作。

我身邊讀ＩＳ既好多係香港人，　本地出生，　不過拿外國護照。

我老闆純鬼佬d仔女係沙田小學讀緊書。佢話佢個女畀人蝦。因為所有同學都是中國人(但擁外國護照), 只有佢個女係真正鬼妹仔。

佢都話呢幾年grade 1新生，純鬼佬仔女睇住佢遂年減少，中國人面口則愈來愈多。

早年仲係分Cat 1/2 之時，mainland Chinese以不懂廣東話為由用Cat 1 priority條隊入ESF, 亦令Shatin Junior多咗中國人。

呢個post帶出的問題是，點解咁多香港人有免費教育、資助教育唔讀，而要去讀「國際學校」。

這是全球罕見現象，但教育局和從事教育工作的人要反省。

外國一樣有私校，一樣受搶捧，外國人一樣有公校唔讀。無分別啊

Apples and oranges. No doubt there are private schools abroad, e.g. Eton and Harrow in the UK, but they are not international schools, they still teach the local UK curriculum, and it would be very uncommon for a Brit to put his/her child in an international school which follows the French curriculum for example.
Here in HK we have people who aren't interested in the local curriculum regardless of whether it is delivered by public or private schools.

Does IBDP (as opposed to AL) in the UK count?

Some schools in UK do offer IBDP instead of or as well as A Levels, but according to the following newspaper article in 2013, only 1.2% of UK university applicants were IBDP candidates, so its popularity in the UK is not high. The figures are a little outdated but I doubt if there had been a dramatic increase in the past few years...

The point is, for the few who did choose IBDP over A Levels, I doubt if their primary reason was to avoid the local UK curriculum, the same cannot be said for Hongkongers who opt for IB.

It seems IBDP is gaining popularity in the UK.  this study in 2016 compared 48k IBDP applicants to about to about 1 million A level applicants.

As for "avoiding" local curriculum, technically you can also say the UK parent who opted for IBDP also "avoided"  AL.  The meaning is the same, the parents prefers IBDP over a local curriculum for their kids. Whether you use the term "avoid", "prefers", "lives", "hates", it means the same thing.

I am not even sure HK has higher IBDP student percentage than the UK.

(1) The actual figures in the article you quoted are 48,470 IB students versus 1,200,930 A Level students, that works out to be 4%. Gained popularity yes, but being popular no.


(2) Bear in mind that UK universities are attractive to candidates worldwide, so you can expect a substantial proportion of the 48.780 IB students to be from overseas rather than local UK students, compared to HK universities where most IB students would be locals who opted out of the local curriculum (DSE).


(3) Many UK students who opted for IB only did the final IBDP programme, prior to that they went through 11 years of local curriculum up to GCSE.


I concur with others that avoiding the local HK curriculum is a major if not the primary reason for HK students to opt for IB over cheap and even free local education, you don't have to agree.

i agree with most of what you say. what I dont agree is that a few percentage points of parents opted out of the local system is unique in HK.
