英國法例規定,在入大學前在英國 住滿三年 (ordinarily resident) 才可交本土學生學費,齋讀書不當 ordinarily resident 。歐盟國民也要在歐盟國家或海外屬地(e.g. 回歸前的澳門)住滿三年 (ordinarily resident) 才可交本土學生學費。很多擁居英權或正版英藉的港生在英國讀滿三年書,入大學時一樣要交海外學生學費。
亞媽陪個仔在英國讀滿三年書,個仔入大學時可交本土學生學費。另一個英藉新界原居民,安排個仔去餐館做 part-time,入大學時也可交本土學生學費。亞爸在英國買層樓,擁居英權的仔入大學時可交本土學生學費。
英國容許雙重國藉,世界上有很多居於海外的英藉人士,我識很多澳州鬼都有英國護照,他們在英國無交過稅,個個英藉人士返英國讀大學對英國財政有很大壓力。講真,英國大學讀文科本土生收£9000,海外學生學費收£14000,只不過多50%,香港居民在香港讀大學學費只是$42000,便宜很多。

In order to qualify for 'home' fees under this category, you must meet all of the following criteria: (a) you must be settled in the UK on the first day of the first academic year of the course; and (b) you must be ordinarily resident in the UK on the first day of the first academic year of the course; and (c) you must also have been ordinarily resident in the UK and Islands for the full three year period before the first day of the first academic year of the course - eg, if your course begins in October 2013, you must have been ordinarily resident in the UK and Islands from 1 September 2010 to 31 August 2013; and (d) the main purpose for your residence in the UK and Islands must not have been to receive full-time education during any part of that three-year period.
