Then that is not "gap year".
Like other said, gap year is taking a year off before entering university.
This is extremely common, especially for young people in the US.
President Obama's daughter is also taking a gap year and will enter Harvard in 2017.
For people that take time off after graduate and before moving on to post grad, they usually call it "year out'.
Also very common for students intended to study professional programs like law, medicine, architecture, etc. in the US.
The reason is that students need to write extremely challenging exams like LSAT, MCAT, etc to apply to the professional programs, and many students actually take time off to study. Most students would work part time to earn money to cover expenses.
Personally, I have no problem with my kids to decide what they want to do after the graduate.
I made it clear to my children that I will no longer support their expenses after they graduate. The best I can do is provide a room for them to stay if they decide to come back to Hong Kong.
If your nephew can find his own ways to fund his own trip, I do not see why his mom can say no.
He would be at least 21 to 22 when he graduate.
