如何取得外國護照?

政府話现時國際學校小一學位存在不足學額達到4200个喎!!!

所以批地開新校之餘，亦存在要用力卒現有的學校的誘因。
另一例子，好似幾年前卒RC用盡額度，結果小學由5班變左6班。

好多阿爸阿媽都係外國讀書，有外國護照後回流，頂唔順香港教育，所以細路讀IS。

法例上RC是PIS, EDB卒佢開多班是事實，上手Primary Head Max Muller亦說過，政府要求盡用學额(事實校舍設計亦是6班， Curriculum及管理等亦是完全以100%運作，亦有不少外籍學生入讀) (同時ESF仲追RC快D還錢), 當年DC(都係PIS)亦俾政府逼佢盡快打爆佢(收滿學生),(ESF當然亦要佢盡快為超豪校舍埋單而衍生出extra levy)。以上行為係咪跟學额不足有關，可自行判斷。上述純属個人當年體驗及理解，如有錯漏導致各持份者或塘邊鶴群不滿，歡迎指點更正，謾駡亦無任歡迎。

其實，香港好多人有外國護照，又同時有 HKID。

Where do ESF students come from? (its from ESF website)


In the 2013-14 academic year, the 12,968 students in ESF schools and the 4,597 in the Private Independent Schools and the kindergartens include over 70 different nationalities. Almost 70% of our students have parents who are permanent residents of Hong Kong.

Just over one quarter (24.6%) of students held a British passport, 25.2% held a Hong Kong or Chinese passport and a further 10.2% held a passport from another East Asian country.

33.9% of PI School students held a Hong Kong passport, 16.8% held a British passport and 7.3% held a Chinese passport.

30.0% of kindergarten students held a Hong Kong passport, 20.0% held a British passport, 11.0% held an Australian passport and 12.0% held a Canadian passport.

Of the 12,968 students in ESF Schools, 8,809 (68.1%) were permanent residents of Hong Kong. Of the 3,378 students in the PI Schools, 2,531 (74.9%) were permanent residents of Hong Kong.

人地 run 了十年喇，重討論係唔係 international school?
PIS 係一個 financial arrangement，政府比地，佢地起學校。
而我的 international school  定義，係看課程。
如果非 RC 家長 ( 唔係話邊個，唔好對號入座 )，覺得手指指話人地唔係 IS ( 加咀 miu miu )，可以令自己感覺到良好，go ahead。

I think 964000 pointed this out to highlight the different student mix. Locals should have higher chance in RC.

不用勞氣，佢只係一個K1家長，唔明好正常。

I wonder if the Government has strict policy to check if IS do comply with the 70% rule though......

我自己細路同另一家人細路都只有香港護照，但分別由兩間IS收左，如果有心讀IS就去考，唔好諗咁多啦！

I think each PIS is allowed have its own definition of "local".  The following is extracted from a reply by the Secretary for Education in the Legislative Council back in June 2011.   


"Since the policy objectives of international schools and PISs are different, their respective admission targets are thus not the same.  According to the prevailing policy, PISs are required to admit primarily local children, which should constitute at least 70% of the overall student population.  As PISs serve mainly local students, the basic requirement is for these students to have Hong Kong permanent resident status.  Having taken into account the diversified curricula and unique circumstances of each PIS in terms of student admission, and addressed the demand from local children for diversified private school places, "local children" is defined in broad terms to facilitate PISs in formulating appropriate admission strategies."

冇勞氣。只係唔想 D ESF 家長指住 RC "話" ，好肉酸，冇風度。
中國人文化，愛打生打死。
STC 成日比人話多中國人，KGV 又比人話多印度。
最好 100% 金頭髪，到時亦等於唔收港燦咁解。

今時今日確有少數(或為數不少)嘅家長批尖個頭比佢入到D金頭髮較多嘅學校後，又覺得自己高左兩寸反過來指指點點，忘記左自己也是黃皮膚，呢類人唔知點形容。
