Harts is a sister school of Hong Kong Preschool and they use the same curriculum. As a Harts parent, I would highly recommend this school because of the curriculum and also the fact that it's a new school with small class numbers.

and any LOCAL SCHOOL (PRIVATE/SUBSIDY) the kids can enter?

Hkps has always had a very good track record, a lot of my friends' children go there and the ones that have graduated managed to get into really good schools such as CKY and other subsidized schools. However, it's Harts' first year so it's hard to know which primary schools their kids will go to. Having said that, it's the sister school of Hkps, and the curriculum is exactly the same so I personally am not worried about my child's primary school interviews. Another good thing about Harts is that they don't charge any miscellaneous fees.
