There is no guarantee that they'll offer you an interview.  You'll need to re-apply next year if you don't get a spot this year.

If you want to have a guarantee for interview, you need to buy NR.

The reality is there are many kids with priority such as sibling, debenture, kindy and alumni, which make the outsider to have a slim chance

From my observation of those I know who are targeting ESF Primary, this is quite true.  They are either in ESF kinders, or planning to buy INR.

I think the wait list will roll over to year 2 as well, hence u will be after the wait list if u apply in year2, but there are chances of the wait list to reject  the offer since they are settled in the current school in year 1. Theoretically yes,  easier to get in  on island side, one kindy for 5 primary, however, some use the "address" from relatives to apply for island primary even they physically live in Kowloon side and I don't know what are the numbers of it.

ESF的申請費相比其他國際學校算是很便宜的。
交了申請並不保證有面試。但是會根據申請的遞交日期排隊。譬如今年申請Year 1沒有面試，到下年會收到email問是否對Year 2有興趣，繼續排。如果是Yes,只需要重新登記少少信息，不需要再交一次申請費。原來的申請排隊位置會保留。這個一直延續到小學Year 6。中學就需要重新申請了。
如果是N無人士，一般需要排數年。但其實只需要交一次申請費。所以越早申請越好啊。
我也見過在local幼稚園上K2的小朋友，5月底收到year 1 call waiting，最後成功錄取year 1。
等待的數年中，要做到保持孩子的英語水平。因爲基本上面試是測評英文能力而不是學術能力。
