Yes, in fact it's encouraged. As all kids at school are learning PTH at their own pace in different pathways.It is a common language in a way.
E means English. Their teaching medium is English in all subjects except Chinese. All teachers, except in Chinese and other foreign languages in secondary, are native English speakers. Most of them are from the UK.
As IS in HK, ESF has to have a majority of foreigners as students (by passport, NOT ethnic group), as required by the Education Department. Although many foreign passport holders are of Chinese origin (including mixed Chinese).
