Makes sense with the hesitancy because without priority (staff, sibling, passport), the chance is supposed to be low. However, last year a friend of mine with UK passport (also ethnic Chinese), her son got in by scoring Excellent on the assessment, so yes, it is still possible. If you are applying for Reception (the chance is much much slimmer for Pre-Reception, even those with sibling priority), and your child is well prepared, then definitely go for it. As i always say, if you try, the chance may be slim, but if you don't try the chance is zero.
