【明報專訊】位於屯門的貴族學校哈羅香港國際學校昨日開學,大批家長駕車送子女返校,導致附近青山公路塞車,東西行車龍各長數百米。有區議員稱,自哈羅落成3年來,每年開學首周均引發大塞車,並引述運輸署官員指已要求學校落實4招改善,包括將駛入校園的私家車許可證由250張減至150張,但昨晨上學前有逾400輛私家車駛往校園,質疑哈羅沒履行承諾,擔心下周學校全面開學後問題更嚴重。

運輸署昨公布,下周一開學日緊急事故交通協調中心將密切監察全港路面交通,提醒學生預留充足時間上學,同時呼籲駕駛者盡量避免駕車前往學校區。針對哈羅情,運輸署發言人表示本月中曾聯同警方與該校管理層開會,制定多項改善交通措施,並於昨晨派員到場視察,認為交通情比去年改善。

運署:有改善 區議員﹕更嚴重

哈羅發言人表示,一直有聆聽有關學校附近交通的不同意見,並一直與運輸署緊密溝通商討改善。去年9月起學校推行彈性上下課時間,並多次鼓勵家長採用不同路線送子女回校及使用校巴服務等,日後將繼續與運輸署溝通。

哈羅國際學校位於屯門青盈路,車輛必須由青山公路駛入青盈路才可抵達校園。民主黨屯門區議員朱順雅表示,過去3年哈羅每逢開學首一周均因家長送子女回校,導致青山公路塞車,並以今年最嚴重,影響附近居民出入。

朱昨晨7時半至8時半在青山公路自行點算車流量,發現有403部私家車駛往哈羅,其中首半小時車流多達311部,比去年開學首日同一時段200多架次多約五成,導致青山公路出現車龍,往九龍方向車龍由青盈路口延至翠峰小築、另往屯門方向車龍則由青盈路口延至黃金海岸附近,兩條車龍加起來長1公里。

校方被質疑沒落實4措施

朱續稱,運輸署官員曾向她表示,已要求哈羅採取4項改善措施,包括:(1)將駛入校園的私家車許可證由250張減至150張、(2)校巴由25座改至60座、(3)安排坐私家車回校學生於舊咖啡灣停車場轉乘校巴回校、(4)鼓勵家長取道屯門公路,但她質疑沒有一項有落實。

對於運輸署指昨晨交通比去年改善,朱反指哈羅昨日只是部分學生開學,擔心下周一哈羅所有學生開學時問題更嚴重,長遠建議運輸署在青盈路增設路口接駁屯門公路以解決問題。

That is such a stupid suggestion!  What would happen is those without permits will just park and drop off illegally in the area and make traffic worse!

The government suggestion is so idiotic! They truly expect that a school (like Harrow) being built in such a location and people have to make use of public transportation?

That is so not true. We are new parents there and also have a smaller child going to school at Kowloon tong. The traffic jam is 10x worse at kowloon tong with school buses, cars, 學神, all clamped into a street or two. So far at harrow we had zero traffic jams and we travel all the way from inner Kowloon.
Theres not much pedestrian commuting either around there. They need to get out of tuen mun and look at other typical school suburbs like kwn tong, braemar hill.

The situation wasn't that bad at all.  I drove to school the past 3 days, traffic was a bit busy at the roundabout but we only waited for a few mins.  There was a queue in front of the school but definitely not impacting other residents.
Agreed with other parents, the remote school location give parents no other choice but drive.

School buses and nanny buses in HK are on the whole quite safe and acceptable, and is the mode of transport for the vast majority of HK school children (including those who are attending IS). I should think the school bus service organized by Harrow International could only be above average.

I guarantee that in the first couple of weeks in September, when local schools commence school year, the same problem will come up in most other areas, and to be honest, the situation in some other areas would definitely be worse.
The only solution would be to ask all schools (and children) to move to Mars. Then we will have peace in Hong Kong.
