I'm not sure but i don't think the school will rate the child differently in accordance to their passport. The 30%/70% rule is enforced by the government for all International schools so that IS are actually taking mostly foreigners as IS originally is catered for. Having a local passport doesn't mean his level of English can be weaker then that of foreign passport holders (who can be Spanish or Arab or Japanese). Many IS has up to 90-100% foreign passport holders as well, so having 30% locals is just a max, not a requirement.
For Independent private schools it is the other way around, "at least 70 per cent of the student intake must be permanent residents of Hong Kong". Therefore, for all IS you should apply with your kid's Auzzie passport (for a higher chance of admittance) and for private schools such as ISF & Victoria you should be waving your HKID.
Just wondering though, if you are aiming for IS and both parents are Auzzies, then why didn't one parent speak English to the child while the other one up hold Canto? It is the normal, healthy way of doing it so that the child can be more or less bilingual...
