連同輔警在內，本港的律部隊的人員總數目過六萬人。從現代管理學的思維出發，紀律部隊不論在編制、執勤、運作和發展等各方面，在維持高效管治和執行能力的同時，亦需要與時並進，以切合社會和大眾的要求和期望。
香港浸會大學持續教育學院將推出全新課程管理學高級文憑課程（司法行政與執法），以職業導向的形式，為有志從事紀律部隊或相關行業的人士提供專屬培訓的機會。

This new Higher Diploma in Management with specialization in "Justice Administration and Law Enforcement" is a vocational oriented programme. It is designed to equip students with general knowledge and understanding of the management concepts, practices and employability competence with specialized knowledge in law enforcement and justice administration. The specialization systematically explains the criminal justice system of Hong Kong, crimes and criminal law, impact of justice on public policy and its administration, law enforcement agencies' operations with special emphasis on the Hong Kong Police Force.
