At this moment, nursery is under Social Welfare department and Kinder is under Education Department. Different governing rules and regulations.
But this should be changed this year.
N1 for 2 years old kids
K1 for 2 years & 8 months old kids
It is like this:
Nursery: N1->N2->N3->N4 then primary school
Kindergarden: K1->K2->K3 then primary school, but some kinder has its own nursery class.
Some nursery accept application as early as when the BB got his birth certification.
