I think kindergarten students have preference to study in VSA but they don't give offer to everyone applies.  It's the situation this year.

Yes, that's what "preference is given to Vic Kg students" means. It doesn't mean for sure u will get in coz space limitation or if there is indication that the kid is not suitable...so this is a half dragon school
