Foundation schools are more "difficult" because of 2 things, (1) they are popular so they have far too many applicants, and (2) they don't interview many more children than they have places for, so some children don't even get an interview chance.
RC receives many applications too but they like to cast their net far and wide so they interview almost everyone. DC is less popular with Hongkong families because of it's location and surrounding community, so they have less applicants and they also interview just about everyone.
Besides the difference in chances of getting an interview, there is also the perception that "if something is more difficult to obtain then it is probably better", so people tend to opt for the Foundation school and decline RC or DC if they get more than one offer, this means those who are on RC and DC's wait list are more likely to get a place eventually.
So the overall effect is RC and DC are easier, but as far as the interview itself is concerned, all are about the same in terms of "difficulty", which in reality is not really difficult at all compared to those "divine" local schools.
