SPB don't have second round of admission. What they means is SPB divided those kids on waiting list into 2 groups, 1st batch waiting and 2nd batch waiting. There are around 50 kids on the list of 1st batch waiting and they should have higher chance than the kids on 2nd batch waiting list.
