My understanding is Debenture is not a must at this moment but it is later around 2016 n should be about $250,000. Last year they offer parents a debenture of $ 200,000 if buy immediately instead of 2016.

the debenture is refundable or nonrefundable ?

Hi i am also the parents of prep class student in Aug 2014.  it is non refundable but transferable When your child leave the school.
