From the above website, u can find out the DSE results of SPSS.  According to this, I think it is band 1B instead of band 1C.

The re-allocation of new primary school site has not been decided yet.  

Moreover, the change to DSS for the secondary school hasnt been approved by the government last yr.  So the plan won't be raised again within these few yrs i guess.
