As you mentioned, the ORT series is designed to fit within the UK curriculum and words are added based on the sequenced learning of various phonetic sounds. It is good for that purpose and is a very "functional" book.
I have since moved away from the ORT series since I find the stories boring and our purpose of reading has shifted from the "functional" learning of words to the "enjoyment" of reading. For this purpose, quality picture books are much better. Quality picture books have better use of language, vocabulary, storyline, ….. But unlike ORT, you can't just walk into a bookstore and buy level 9 since you have just finished level 8. It takes time and effort to find the good books and one need to preview the books as well.
